Buses in the game overcrowd very easy, thanks to the combination of the game's wonky scaling and people ignoring the existing crowd when joining it. In Cities, people seem willing to walk up to a kilometre total on their route, so if you assume 500 metres at each end then that can inform your stop spacing. On stop spacing, real life recommendation is roughly every 400 metres, which is five standard blocks (ones with 8x8 zoning squares and no wasted space) in Cities. It's also nice if the bus takes a reasonably direct route, and doesn't zigzag needlessly. People need to travel both ways, so a linear route needs to go along the roads then back again on the other sides, while a circular route needs to actually have a clockwise and an anticlockwise line.
